CHELYABINSK, Russia -- Mechel OAO , one of the leading Russian mining and metals companies, announces that the official ceremony was held today which was dedicated to the commissioning of the integrated steel processing facility #3 that is the second technological part of the continuous casting machine #4 complex project at the oxygen-converter shop of its Chelyabinsk Metallurgical Plant OAO subsidiary.
